Between these 2 Ranged infantry Merge projects, who makes a better use of max dragonflowers?

Title says it all, been planning to merge up 2 ranged infantry projects later this year, so I have to ask, both make use of All their stats, but who benefits more from max flowers? Tharja(OG) or Norne?
(Minor context, assume Norne would be the average Spendthrift norne, while Tharja would be running an experimental build with bonus doubler and lull atk/spd 3)
