Weird problem with Sonic 3

I'm trying to play sonic 3 for genesis. It doesn't seem to have any of the giant gold rings that lead to bonus stages. I thought maybe it just couldn't' display the graphics due to some wierd issue with roms, but its not even like I can jump into the when they aren't there, its like they are completely deleted from the rom itself. Any ideas?
