OpenAI says that the quota has been exceeded for a brand new key

I've been using OpenAI for a while and my key got the quota exceeded. I tried to be smart and create another account so I can use that key but I still got the quota exceeded error, which is expected because they might have tracked me from my phone. However, friend of mine generated brand new token, from his pc, and he gave it to me but on the first try I got the same "Quota exceeded" error. How is this possible, did I by any chance got blocked by OpenAI? I changed my IP address but I still get the same error. I used it for GPT3 summarization.
