uOttawa not obeying the June 3rd deadline?

uOttawa sent me an offer with a deadline of May 17 to accept it. Their instructions are clear on the here that I have to accept before the deadline. The admission letter states that the seat won't be guaranteed after the deadline.

On the other hand, the government clearly states that universities can't force us to make decision before 3rd of June here.

Edit: they replied to an email I send with ... we reserve the right to withdraw expired offers after the deadline without notice.

Also, Is it true that I can't re-accept offer X from the OUAC, if I already accepted X before and changed it to Z?
