Can someone explain Effect Hit to me?

I have a Yuki Onna with a total of 67% Effect Hit. Her Blizzard says it has an 8% Effect Hit chance to freeze an enemy. However, in battle, it only has an 8% 5% chance to freeze. So what's going on here?
