Which starter deck is the best one for a new player?

I've been wanting to dip my toes into one piece for a bit, and have some friends doing the same. I've watched some videos online to give myself an ideal of how to play, and I've played many TCGS like MTG, Pokemon, and Digimon. With that being said which deck is the best precon wise? Just not out of the box but for upgrading as well. I'd rather not invest in a precon and it not be one worth upgrading. Thanks!
