BLUF: What does the world itself look like when the straw hat crew either doesn't assemble or Luffy doesn't survive Reverse Mountain?

So, I thought this would be an interesting hypothetical. The reason it's come up is that my buddy and I are planning a One Piece Roleplaying Tabletop campaign, but we hit the wall of "Well, the team would want to just join or follow the Straw Hats around". Thusly, we started trying to think of all the ways the world would be significantly worse and/or better without them.

I am trying to think of ways beyond just how it affects the crew itself; for example, Brook probably is still drifting about on his old ship, forgotten in the fog now.
