Does the anime cater more towards fanservice than the manga? Do the movies give even more fanservice? How come?

I recently saw the volleyball scene from Film:Gold, and it took me a while to wrap my head around it. I'm 99% a manga reader, having only watched clips to see how they animated certain big fights throughout the series.

For this particular clip, it seemed like everything was cranked to 11. The body shapes, boob size, jiggle factor, even the animation seemed a little different to make it seem more "sensual." If I had never seen One Piece before I'd guess this was the opening scene of a pirate ecchi series. I honestly feel like Nami, with her curves and detail lines (especially around hips and crotch) looked like something out of some DeviantArt I've seen.

Is this the norm for the anime and/or movies? I've heard the anime drags some things out, is this what they fill that extra time with?

I feel like the manga does a great job of sprinkling fanservice here and there, making sure readers never forget how hot Nami and Robin are, and of course the Brook/Sanji jokes. But this opening scene would have been the equivalent of pages and pages of a regular weekly chapter, and I just can't remember it happening that often or in such gratuitous nature in the manga.
