They might have translated his name as "Dogtooth" but potato starch is the real meaning and not the flower because when u are making mochi you coat it with katakuri (potato starch). His name and power have to do with each other and cooking as expected of a food themed arc, why would you think Oda is throwing in a character based on flower instead of flour.

Edit: what I am getting at is that not only was it a bad translation but they should have left it as katakuri.
