Prison Phones in a low sercurity

I have a love one who is at a 9 month program at Appling ITF program, it's a low sercurity dormitory style prison. Am I the only one who feels like they set these ppl up to fight and get kicked out the program due to only having two phones in the prison for the inmates to call. One upstairs and the other downstairs and from what he told me the lines are usually long.

It's frustrating asf if I don't get a call but it is what it is.

Why is it set up that way, because 2 phones in 1 facility I feel like will cause trouble amongst 200 inmates let alone 50.
