Name: Unknown, referred to as Captain Blue, of Universe 79483 (Viewtiful-Verse) and 79483-1 (Viewtiful-Verse, Movieland)

Reasons for Containment: Kidnapping, Attempted Murder, Leading a terrorist organization, and attempted world conquest

Bio: Captain Blue was not always a villain. Before taking on the evil persona he now possesses, he was a highly successful movie director, with both a wife and a daughter. However, his movies' success waned, and in time were seen as little more than a passing fad. In a fit of desperation for his dream of being a hero he always wanted, Blue was sucked into the world of his creations, Movieland.

Once in Movieland, Blue slowly forgot about returning to the world of reality, and instead fell further and further in the darkness in his heart, and sought revenge against the audiences who had ignored his movies. It was around this time he formed the organization of Jadow, and kidnapped his daughter from reality to finalize his own move from the Movieland back to Reality.

His daughters boyfriend, however, stood against these crimes, entered the Movieland, and attempted to liberate her with his own movie based powers. Fighting his way through Jadow, he eventually reached "King" Blue, and engaged him and his robotic look-alike vehicle, before engaging one-on-one, which "Viewtiful" Joe was victorious.

Seeing in Joe what he had previously seen in himself, Blue returned Silvia to the real world, and turned himself in to Penitentiary Officers for imprisonment.

Sentence: One Lifetime Sentence with Options for Parole

Containment: Despite his age and appearance, Blue is a very powerful individual. With the ability to speed up and slow down time, as well as to "Zoom-In", increasing his very potent physical abilities by increasing his size, as well as other "super" powers. Despite this, in his current mindset, he is a non-violent criminal, and is to be treated with relatively loose containment protocols. His holding cell is to contain one of each of the following: A typewriter, a television, and a VCR, as well as the standard amenities for a low-risk H Class prisoner.

Regular visitation from his Daughter are encouraged, as are regular, and even increasing (subject to warden approval) levels of social interaction and recreational priveledges within the facilities he is kept in.

Should something occur to spur Blue into a violent state, use of high grade EMP Technology to shut down his "V-Watch", the device which allows him the use of his television-world based abilities, are to be the first option. Following this, use of firearms and explosives are encouraged, as the Prisoners durability is well enough that these will likely only drop him into unconciousness. To prevent any such violence, it is reccomended that prisoners and Nexus personnel alike at least attempt to view his previous movies (Note: I, personally, quite enjoyed them) and, at the very least, are to try to avoid criticisms on the movies or the director himself.
