Bio: Oroku Saki is younger brother to Oroku Nagi, a ninja who was killed by the Splinter's owner, Hamato Yoshi, over woman named Tang Shen.

He became angry with the death of his brother, and joined the clan of the Foot Ninja. He came up the rank of Foot Ninja with quickness, until he became head of the Ninja clan. From there, he began operating out of the New York City in illegal activities.

After working in New York for many years, Oroku Saki (Who had now began being known as The Shredder), had first confrontation with the Teenage Mutant Ninja Turtles. They had been trained by Hamato Yoshi's pet rat in the martial arts, and were able to overpower the Shredder, who seemed to be commiting suicide. This was revealed to have been a trick against the turtles, detonating a grenade, but it was not a successful.

Later at some time, Shredder was brought back to life by the Foot Clan, burning down the house of turtle ally April. After a battle over many months, Shredder revealed how he had been brought back to life, through worms feeding on his body to keep his body alive. Thought the leader of the turtles was able to overcome the Shredder, it was at this time that the penitentiary picked him up and took him into the holding.

Containment Procedures: The Shredder is to be held in standard holding cell for Class E prisoners. He is to not be allowed contact with home universe, as the Clan of Foot has much power in the Universe of 81418, and may stage an attempt of rescue. His conversions with other prisoners is also to be monitored, as the Shredder is noted to be very charismatic and able to win over others. Other than these stipulations, he is to be allowed all normal rights of prisoners of the E Class.

As added measure of precaution, oversight of looking over the prisoner is to be performed by both the T-800s and Human Guards alike. This is to be ensuring that the prisoner is thorughly under our watch at all of the times.
