Name: Cao Cao, of Universe 59925 (DxD-Verse)

Reasons for Containment: Interplanar Terrorism, Conspiracy to Commit Interplanar Terrorism, Attempted Kidnapping, Leading a Terrorist Organization

Bio: The Prisoner that is HAsMH-59925-IC is being a direct descendent of the universe he comes from version of Cao Cao, a fameous ancient Chinese Warlord from the Period of Three Kingdoms. Not much are we knowing of the prisoners past before he was joining with Khaos Brigade and the forming of the Hero Faction, other than that he had previously had meeting with the Goddess named as Indra.

Once he was joining Khaos Brigade, Cao Cao was given control of his own part of the organization, which was made up of other descendents of the famous warriors, which he called Hero Faction. While working in the Hero Faction, Cao Cao was the one being behind the attack of the Old Satan faction during the Devil Rating Games.

He would then be making with the first attack when he tried to open to Dragon Gate to summon "Big Red", a very much large dragon who would pose a great threat to the world, as well as the kidnapping of Yasaka, leader of the Youkai. Though his attempt was ended in failing, he would return to kidnap Big Red's opposite, the Infinity Dragon Ophis.

With the power of the Dragon that is Ophis, Cao Cao and the Hero Faction would attack the Underworld in an attempt to fight Issei Hyoudou of the house of Gremory. Through use of the "Sacred Gear: True Longinus", Cao Cao had previously been defeating the house of Gremory. However, in this battle, Cao Cao was pushed to using "The Will of the God in the Bible", a power that would be making the Will of God into the reality. Unfortunate for Cao Cao was that the Longinus chose to empower the dream of Issei and not empower the goals of Cao Cao.

After the defeat of Cao Cao, he was banished to the afterlife, and lost the True Longinus. But, by some means we do not know, he was able to be coming back to life with the Longinus, shortly before he was being taken in by the Penitentiary.

Sentence: 100 years with also having possibility for parole

Containment: Cao Cao is to be kept in penitentiary regulation medium class holding cell. He is to be monitored closely, but allowed the priveleges of being visited or making with socializing. He is to be kept away from the True Longinus, and in fact, it would be the best if it were in whole other facility entirely, to be looked into and researched. Use of non-lethal incapacitation means is to be approved for capture of the Prisoner, and regular psychological evaluation is to be ensured to check if Prisoner is fit for Parole into own universe or to aid in nexus operations.

Interview Notes: The prisoner is very charming, very intelligent, and very tactical with the thinking. He wears eyepatch to cover "Eye of Medusa" which should be kept on him at all times, as it is seeming dangerous. He is thinking that Angels, Devils, and Dragons are threat to humans, so is best not to keep him in holding in place with any of these three things. May be best to keep close on him during conversation with other humans, he is seeming like he has eye for the good ones, and could formulate escape plan of some kind.
