Reasons for Containment: Multiple counts of Murder, Accessory to Murder, and Kidnapping, as well as One Count of Child Endangerment, and One Count of Attempted Life-Wiping on Home Earth

Bio: Tohru Adachi was a young a detective stationed in the rural town of Inaba. At some point during his work, he was tasked with looking out for one Mayumi Amano, a woman in the middle of a large scandal in his home Earth. When his sexual advances were turned downed by Amano, he began to strangle her, at which point, she fell through the television (See Multiversal Threat File #4: Dark Hour, Midnight Channel, and The Shadows).

When Amano's body was later discovered in the Real world by Saki Kanishi, The Prisoner murdered her in much the same way as Amano. At this point, Taro Namatame, a man involved in Mayumi Amano's Scandal, realized he had seen all the murder victims on television before they died (Through the Aforementioned Midnight Channel). Calling the police station, Namatame was redirected to the Prisoner, who convinced him that to save the people on the Midnight Channel, he needed to put them somewhere safe. Adachi suggested the Television World.

From their, several more residents of Inaba were kidnapped, only to be saved by the "Investigation Team" (Prospective Nexus Recruit Yu Narukami, Yousuke Hanamura, Chie Satanoka, and most of the kidnapping victims they saved). Over the course of a year, eventually the Investigation team was lead to Namatame, who, in turn, lead them to Tohru Adachi.

After being lead through Adachi's Dungeon in the Television World, the Investigation team learned of his plans to create a rift between the Television World and the Real World, flooding the real world with the Shadows of the Television World. After being defeated by the Investigation Team, Adachi is left alive to not further the cycle of murder, and is brought back to his reality to be tried by the police.

Sentence: Life Sentence, with Possibility for Parole

Containment: Tohru Adachi is to be placed in a Medium Security holding cell of standard amenities. He is to be dealt with by androids and similar guards who cannot be persuaded away from their duties. He is allowed contact with his home universe once per month, and 2 social hour per day. Under NO circumstances is he to be allowed access to a Television or Monitor of any kind, as an escape into the Television World could prove disastrous.
