If you (Romulus) and someone else (Remus) try to marry into the same family at the same time, Remus' marriage seems to take precedence and Romulus marriage request is ignored. He marries one of the would-be choices.
In the game, I tried marrying into the Julius family turn 2. It always failed (silently), and Remus got married instead (displayed in the even summary in turn 3).
I got around it by putting in my request turn 1 instead. That's when I noticed that one of the choices was the woman Remus had married in turn 3 in my earlier tries.
