Tl;Dr: need to buy seeds for a Christmas present, but conflicting info. Is it legal to buy them online?

Hi everyone!

For Christmas my mom wants some seeds so she can start growing since issue 2 passed.

All my siblings have gotten her grow materials (soil, pots, grow lights, aquaponics materal etc.) and my job was to buy the seeds. She said she wants, "a sativa with very high THC from Amsterdam."

I went online to go buy some, began looking at websites, and decided to Google where I found conflicting info. But other sites, that are pro marijuana and sell seeds, say that it is legal. I can't find any literature that explicitly states one way or another, and so I wanted to turn to the community and see if anyone had any knowledge. If you can please provide reputable sources (even just a link). I am a med student and any drug charges, even bogus ones, will get me kicked out and black booked from any other schools so I don't wanna take a risk.
