Bad cart, done on purpose?

I recently had purchased a cart form verdant creations in Cincinnati, it was a curbside pickup and they were about a half hour till close. I finally get close to home and decide to try the cart only for it to not work. I tried calling and no answer, long story short I messed with the pin on the bottom of the cart and it began to work after some time. Given it didn't work who would I have to contact and what are the chances I would have gotten a replacement or refund. This is ridiculous I make the commitment to getting my "medicine" from this place and they can't answer their phone before closing. These electronic products or anything that requires power like that should he tested to see if they work before being sold. I could have lived hours away...
