Labor Legal Help Needed

I am posting this for a friend of mine. He works at a Property Management company in Toledo that is in violation of several laws. They have unregistered pit bulls in the office for "protection" they dock his pay at will with or without his concent or signature. They have unsafe vehicles that are not roadworthy and then hold him liable for issues with that. They have him working in unsafe conditions including but not limited to asbestos laden areas without proper gear or protection. They have also required him to work overtime and instead of paying him overtime they pay him regular rate and list it on his check as "bonus" although he has kept copies of all of his time sheets where it lists the hours he has actually worked. They don't have proper documentation. They have written him up for violations that are not listed in any sort of manuals because they don't have them. Its getting so bad that they are deducting so much improperly from his check now that he can't support himself nor can he afford an attorney to help him with this issue.

For any attorney that takes this case there is quite a bit of money to be won on a percentage basis, but he is having a hard time finding an attorney that isn't going to charge him up front $200 or more. Like I mentioned the company he is working for is improperly and illegally deducting so much that he can't afford the money up front. He is in a catch 22. I have advised him to contact Legal Aid, but I am not sure if he is low enough income where they will help.

Does anyone have any advise or maybe the name of a labor attorney that is reasonable and will work with him on the money situation or maybe on a percentage of the settlement. The owner of the company just inhereted $1 million dollars and there are SO many violations going on here that the corporate bubble has been busted six ways from Sunday as I am sure after hearing and seeing the evidence any labor attorney can see. Also the owner has a habit of throwing money at a problem so I am sure an adequate out of court settlement can be reached easily.

Any help on this issue would be immensly appreciated.
