How do you deal with a manager that appears to be the good guy but is more like a dictator who has his own ideals?

So on first impression I thought my new boss is a great guy but after many meetings with him while he preaches a democratic approach to work flow my team and I realise he's more likely a dictator who has specific ideas but wants to appear like he is benevolent. He is also not great with being direct on his expectations of me. There have been times when I ask questions or bring up certain suggestions during meetings that he seems irritated by but does not want to say what it is.

I'm having a 1 on 1 meeting with him soon and I would like to express my unhappiness in a professional manner.

I would love to hear from anyone what their experience has been dealing with such managers and any advice to share.
