Remove option for users to set themselves to Do not Disturb in Teams

Looking for an option where we can disable do not disturb for users/staff. My boss has requested this happen as we have staff members setting themselves to Do not Disturb nearly all day and he can’t get through to them.
Is there an option where we can control do not disturb and availability statuses?
