Propane water heater = crap

I have 2 off grid cabins and they both have 1000L totes in the back. They both a propane water heater system installs. See above pic. Any time we introduce cold into the line itโ€™s raises the propane water heaters temperature. The water then turns so hot that the unit turns off. Itโ€™s scolding. We have tried different combines of things, like running two lines and two pumps and nothing changes the rising temperature. We even tried different brands. Our water line is 1/2inch pex. I was also started to try 3/4 inch pex. I believe the unit needs to maintain constant water pressure and any slight deviation changes the temperature raises the temp. Does anyone have any ideas or solutions.
