PLEASE help its been hours! quest2 link cable not working

Just got the quest2 and the link cable will not connect. it comes up asking to allow the connection on the quest2 screen and i allow but then nothing happens. it came up on the pc asking how it should connect with quest2 like sync files or media and i clicked open files. not what i wanted obviously. the oculus app on pc does not show the quest2 as connected as says link cable not started on the pc. help
