I'm posting this for information since my google results didn't bring up a lot or simply people never followed up to confirm anything about Thunderboltex 4 charging.
I recently bought and installed the Asus Thunderboltex 4 card for the 26w and 100w power delivery. I'm almost exclusively connected to my PC with a Kuject 16ft cable and when connected to both USB-C ports on the card it'll give enough juice to use and charge at the same time and it easily manages the 2gb data transfer requirement.
One thing I have noticed though is that it seems the quest is able to limit the power it receives to protect itself from overcharging and damaging the battery which is a good thing. If I connect the headset when below 60% charge it'll charge all the way to 100% then stop itself and let itself drain until anywhere from 60-75% and then just stay there allowing the power to just pass through.
If you're looking for a charging solution to PCVR if you're using a cable anyway I highly recommend checking if your motherboard manufacturer has these Thunderbolt 4 cards. The secondary bonus is Thunderbolt 4 support and USB4 support.
