Does the Quest Referral Program work if you're upgrading from a Quest 1?

I have a Quest 1, and am interested in getting a Quest 3. Would I be able to take advantage of the Quest Referral Program if I'm upgrading from a Quest 1?
There is plenty of documentation that clearly states you can't have a Quest 2 or 3 in your account, but I can't find a straight answer regarding if you already a Quest 1.
