Totally lost on Chapter 1 BoA

in Hell
Dark mist is blocking my path in three different places. The quest marker is just past one of them. When I move towards it, it simply said “dark mist blocks your path.”
There was a cutscene as I approached this particular mist cloud the first time. I don’t remember if it said anything helpful.
I cannot use path actions on anybody in hell. I left hell and recruited the NPC standing in the same place outside of hell, nothing changed
