[Spoilers] Hint need Re: Bleeder

I've finished all 4 worlds, and CW wants me to "trash the bleeder".
It appears that the only part of the dome that will lead me to the bleeder is above the falls; but I can't seem to get up there since there's no water to power the chair anymore.
I've found the plunger in tower, but it does nothing. I'm assuming I need to physically access the bleeder in order to trash it.
Can anyone offer a hint?
