How do I counter Zarya?

I am by no means an inexperienced player. I have over a 400 hours of play time and don't really have a problem countering any other character but Zarya fucks me everytime I go 1v1 against her.
My top five are D.va, genji, Lucio, Winston, and soldier. but I try to play as many characters as possible. How do I counter The big Russian?
