Question about Spoofed/Fake Numbers

I kept getting spammed from a fake number.
After a few hours, I tried to call back and the number was not available.
A few questions: 1. Is it possible to maintain the same fake number? 2. Will they be notified of any incoming calls if you call the fake number? 3. Can a fake number be active, and then go inactive? (i.e. could I have called back within minutes and the call would’ve gone through?)
