30fps switch games (paper Mario) stutters on both new OLED and LED, but not on handheld switch

Anybody got a theory as to why? I was miffed because I could see the frames being rendered while playing (though I could kinda get used to it) on my new Vizio OLED, so I tried it on the Random Samsung LED TV at my parents, and actually noticed the same frame-stutteyness with the 30fps game. But when I play on the switch handheld mode (which is also 30fps) motion just seems.... better. Can anybody think of an explanation?
