What's a good pc these days for nr2003?

I have a very old pc, and a very old laptop that I'm currently using for nr2003. They can play the regular cup mod pretty well, but once yoi start getting some extra details in, or mods then it's like look through a flip book lol. What are some requirements to look out for? I know with ram you need a decent amount. Like 8-16gb I think... what are some other things to get? I was debating about trying to build a pc but I have no clue how to do it/what to look for
