Why are plastic fires safe to put out with water, but oil fires are not?

Plastic is made of oil and is also hydrophobic, but when it catches on fire it doesnโ€™t cause an explosion when water is poured on it like oil is. What changes in the structure of the oil that prevents this from happening?
