Is it legal for a president to say he will perform an action if his party wins in elections?

Title. This is coming from the fact that Biden said heā€™d codify abortion if democrats win in midterms. I know heā€™s not the only president to make such a promise in relation to some topic or law, but to me, it sounds a bitā€¦unethical? Are presidents suggesting theyā€™ll only fight for some right if their party wins? Is this not a form of bribery?

Not trying to promote any agenda or have an abortion or Biden debate, this is a question Iā€™ve had before but is relevant again with abortion on the ballot and midterms coming up.

ETA: I understood Biden saying heā€™d codify abortion if democrats win as being malicious, as in ā€œIā€™ll give you what you want if you give me what I want.ā€ While thatā€™s still true, I missed the whole ā€œI can only give you what you want if you give me the ability to give you what you want.ā€
