Why doesn’t it hurt to shave?

I was playing around with some arm hair recently cause why not and I realized that I can feel a touch on my arm by just touching the tip of the hair (no contact by skin).

That made me wonder, for those that shave their legs and other areas, why doesn’t it hurt to shave if we can feel what’s happening just from touching the tip of the hair?

(Assuming for the sake of the question that the majority of people who shave do not feel pain. I apologize if that’s incorrect).
