How do you go about creating or getting someone to create a medical product/prototype?

I am looking for a way to create a product that would help people trying to quit smoking/vaping. Something similar to freestyle Libre but for nicotine dependency. The choices now suck and are overly expensive. You have the patch, if you can get it to stay on, you can't shower or swim with it. The gums and cadies taste horrific. With something similar to freestyle Libre, you could just stick it in your arm. Then you could adjust settings and levels a nicotine from your phone.
