What exactly is the universe expanding into?

This may seem like a stupid question but hear me out. Let’s say there’s two galaxies on the edge of the universe, a few light years apart. If the universe is expanding, does that mean that it’s expanding into space itself because there is nothing there? What’s the difference between what it’s expanding into and the space between the two galaxies? Would it not be the same thing or do I just not understand what the classification for space really is?
