Are people who have low body fat percentage (ex. 1%-12%) just hungry all the time?

Iām trying to figure out how I can look better but any time I go into a caloric deficit I am never fully satiated. Iām hungry All. The. Fucking. Time.
So are people with rockin bodies just perpetually hungry?
