Why aren't there more privately funded movies from passionate actors?

Like we know Vin Diesel loves the Riddick franchise and is always trying to get another sequel going... But can't he just help fund it himself, he already owns the character, right? You would assume that it's going to make a profit even if it's small, so it wouldn't really cost him anything except for the fact he's not staring in some disney movie that would pay him eight times as much.

And this is just a random hypothetical example but if someone like Elon Musk or Jeff Bezos were obsessed with rom-coms starring Paul Rudd, could they not in create their own studio that exclusively produces movies to their liking? It doesn't really seem like any rich people are interested in something like that, but it feels like something that would be easily done these days.
