How to shift between EVERY window on a Mac computer?

When on my Mac computer, I can shift between windows using the keyboard, but only according to program. Thus, if I have two browser windows up, for example Amazon in one window and an Amazon live chat window in another, I can only ever open one, then I have to minimize everything else to find the other.
