Why not make man made rain? Wouldn't it help a drought

Like 30 helicopters or whatever with there buckets, but instead of their normal one dump they add tiny grates so that the water drops like rain and then the water goes back into the water cycle ?
Could this not help a drought? Or like is the water just gone never to be seen again when droughts hit and dry up the soil?
