What does it mean if a person identifies as queer?

I feel like this should be obvious or that I should know. From context clues I still haven't figured out what it means. I know it used to be used as a slur for someone who was gay, then the phrase sort of got taken back. Does it just mean the person is gay/ lesbian? Or does it mean something completely different?
