What do you think about adding a new tier to the NFL?

I’m originally from overseas where soccer is very popular. Over there we have the profesional soccer teams in two tiers A and B. The top A tier has the best teams in the league and the B the not so good teams but once a year the best 2 teams of the B tier get promoted to the A tier and the 2 bottom teams from the A tier get demoted. This way more cities are represented, there would be more positions for players also improved the quality of players in the top tier since players with talent get offers from teams of the A tier that need to buy the contract, etc
