Does any water source have the potential to grow algae (without explicitly adding algae)?

I've been watching this YouTube series called Cody's Lab and he mentions algae growth in water that he's using for gardening. Now is that because the water has gone through an agricultural substrate or does some sources of water have the potential to grow algae because it's just everywhere?
