I think that my ICT teacher might be a bit of a creep, but I'm not sure. What should I do?

So, every time anyone asks a question he places both his hands on pretty much everyone's shoulders and bends down in a strange manner while asking what the problem is (while the students will be sitting down, facing opposite him). It is very discomforting.
On top of that all of his form classes have been the youngest students since he joined the school. Could be a coincidence, I dread to think that this is for more sinister reasons. What do you guys think I should do about this?
