Which cells in the body actually produce heat?

When people's hands get cold, we blame their circulation - the heat from their core is not being carried evenly throughout the body by blood. But if cells produce energy by burning glucose, why does the heat need to travel? Shouldn't every cell be able to regulate its own temperature by burning more sugar?
