At the train station in Japan, why would they make us walk up the stairs on the right hand side?

In Japan they drive and walk on the left hand side. I noticed that in some train stations there were arrows designating us to walk up/down the stairs on the right hand side. Why would they make us do this? It didn't make any sense to me and caused even more confusion because they trained us to walk on one side and then all of a sudden switch it on us.
