Is stealing a bicycle considered Grand Theft Auto?

If you can get charged with a D.U.I (D.W.I) while riding a bicycle, then why would stealing a bicycle not be considered Grand Theft Auto?
For some people in cities it is their only method of transportation and some bikes can get pretty expensive. If it's not considered Grand Theft Auto, why not?
