Does electricity still flow to a powered off device plugged in to your home?

For example, a switch is connected to the same electrical socket that a lamp is plugged in to. The switch is powered in the on position but the lamp itself is switched to be powered off.
Will electricity still be pushed to that socket/lamp and do you pay for it?
