Do mirror images in video games count against total polygon count?

Game developers know how many polygons are currently on-screen and how many polygons they have left to work with, right? So do they have to accommodate for more polygon usage when a player comes across a mirror in the game and they see themselves?

I've seen mirrors handled definitely in games. Some clear, others muddy. One of the stages in Super Smash Bros. Melee had water covering its floor, essentially acting as a large mirror. The reflections of the characters looked like muddy, 8-bit, one-dimensional versions of the actual characters. Was this done to keep polygon count low?
