Worst mass shooting in "modern" history?

A lot of news outlets are using this phrasing. But I failed to find a historical mass shooting in the US that rivals the current crop. Why are they using that caveat? Are they afraid of including the civil war or something?
Please keep this on topic, I'm interested in history here not a gun debate.
