If someone in my house is using all my bandwidth, how come when I start to download, I can't get full speeds?

I am from Australia, and yes internet in some area's here are beyond shit. I get 7mb down. My housemate is downloading, using the full 7mb bandwidth.
When I try to download now, I get 0.2 of a mb. What is giving his computer priority over mine in bandwidth. My computer is directly connected to the router as well, while his uses Ethernet over power.
